Aptakisic Road Phase I Study, Lake County Division of Transportation, LAKE COUNTY, Illinois

The Phase I Study involves the possible widening of existing Aptakisic Road from IL Route 83 on the west, to Buffalo Grove Road on the east.  Images, Inc. is leading the public involvement and outreach activities for this Phase I Preliminary Engineering Study for the Lake County Division of Transportation.  The study area includes both the Villages of Long Grove and Buffalo Grove, and a mixture of residential, institutional and commercial uses in a relatively short 1.2 miles of roadway.  Significant local coordination is a key element of the approach for this project, beginning with one-on-one meetings with local officials, and the establishment of a fair and balanced Corridor Planning Group (CPG).  Our team provides the leadership and overall coordination of the stakeholder outreach program, which includes numerous public and CPG meetings throughout the study, the creation of a project website to provide ready access to up-to-date project information, the production and distribution of newsletters and fact sheets to ensure the dissemination of accurate and consistent messaging, and the management of public comments for consideration.

Bus Rapid Transit Market Research Study, Pace Bus, Cicero to Lombard, COOK COUNTY, Illinois

As part of a plan to explore the feasibility and further analyze BRT operations in three different corridor environments, including highway, urban arterial, and suburban arterials, the RTA conducted a BRT Market Research Study along the Cermak/Butterfield corridor between Cicero and Lombard. Images, Inc. developed and conducted multiple focus group sessions to determine and prioritize passenger preferences of corridor design and operation concepts. Our work included the identification of group participants, developing category themes of current transportation and travel patterns, attitudes toward design and elements, travel needs, amenities, and preparing a summary of the results.

Chicago – Dubuque Passenger Rail and Various Statewide Passenger Rail Projects, Illinois Department of Transportation, SPRINGFIELD, Illinois

The Illinois Department of Transportation conducted environmental studies for these projects as part of the Federal Railroad Administration (FRA) guidance on implementing the vision for high-speed and various rail projects.

Images is leading the public outreach, communications, and technical planning efforts for various passenger rail related new services and capital improvement projects statewide. Along with the overall communications strategy, Images is on the ground, implementing the tactics, including meeting planning and coordination, developing order of magnitude costs and conceptual reports, document control, identification of federal and corridor stakeholders, media outreach, press releases, branding, and printed and electronic communications.

Chicago Regional Environmental and Transportation Efficiency Program (CREATE), COOK COUNTY, Illinois

CREATE is a first-of-its-kind partnership between U.S. DOT, the State of Illinois, City of Chicago, Metra, Amtrak, and the nation’s freight railroads.  A project of national significance, CREATE will invest billions in critically needed improvements to increase the efficiency of the region’s passenger and freight rail infrastructure and enhance the quality of life for Chicago-area residents. Images, Inc. provides public involvement efforts for various projects within this program.

Circle Interchange Project, Illinois Department of Transportation, COOK COUNTY, Illinois

The Circle Interchange is critical to the nation’s transportation system, particularly for freight movement on our interstate and arterial roadways, as well as to regional railroads and waterways. It serves as a vital hub for local, regional, and national freight traffic. The project is a two-year planning and design project that will identify the scope of improvements, potential costs and construction schedule.

Images Inc. is leading the public involvement/CSS program including project branding and materials, project website development and maintenance, all collateral material, including print and electronic communications, social media strategies and tactics, stakeholder identification (locally and regionally), stakeholder coordination, media outreach, communication strategies, public meeting planning and coordination, aesthetic planning and workshop, project working group organization and meeting facilitation, and press releases.

CTA Blue Line Vision Study, Chicago Transit Authority, Chicago to Forest Park, COOK COUNTY, Illinois

IDOT and the CTA have combined resources to enhance the I-290 transit planning process.  In February 2013, the CTA initiated a “Vision Study” to determine a long-term planning strategy for the Blue Line Forest Park Branch. The CTA’s study involves the assessment of transit and highway integrated enhancements, station improvements and accessibility, regional mobility issues, and the identification of funding sources and future collaboration opportunities.  Images, Inc. is working with the CTA in conjunction with IDOT on all public involvement activities, including public meetings, community outreach, community meetings, newsletters, website content and media outreach.

Elburn Comprehensive Plan Update, Village of Elburn, ELBURN, Illinois

Elburn, a far west Chicago suburb of approximately 5,600 residents, and final commuter rail stop on Metra’s UP West Line, has encountered a period of substantial growth in the decade preceding the downturn in the housing market.  With the assistance of a CMAP grant, the Village positioned itself to take advantage of the slow market, and prepare itself for future growth by updating its Comprehensive Plan.  Images, Inc. was selected to provide planning services to the Village of Elburn for the update. Our team used a unique combination of planning expertise, public involvement, consensus building and facilitation to craft this long-range vision for the Elburn community, including extensive outreach and inclusive strategies to ensure that the final plan reflects the goals and objectives of those most affected by its outcome.  A comprehensive analysis of existing conditions and growth trends, coupled with an ambitious visioning process and technical planning expertise, contributed to the successful preparation and completion of the Plan update.

Elgin O’Hare – West ByPass, Illinois Department of Transportation, NORTHEASTERN, Illinois

The Elgin-O’Hare Phase I study consisted of environmental and preliminary engineering for the project, which included widening the existing expressway, extending it from I-290 to west of O’Hare Airport, constructing a new bypass along the west side of O’Hare from I-90 to I-294, and improving arterial roads.  Images, Inc. provided public involvement, strategic communication services, technical writing and graphics for this Tier One Environmental Impact Statement (EIS). Using the Context Sensitive Solutions (CSS) model, we worked closely with the 25 communities and two counties in the study area, allowing for a more successful planning and implementation of the study.

Forest Park Comprehensive Plan Update, Village of Forest Park , COOK COUNTY, Illinois

The Village of Forest Park is a community of 14,167 residents, located 10 miles west of downtown Chicago, and is served by a variety of transportation facilities, including the CTA Green and Blue lines, Metra and the Eisenhower Expressway. The Village hired Images, Inc. to develop a new Comprehensive Plan. Images is using an approach that accentuates the Village’s assets, addresses the needs of residents and businesses, and creates a vision for a healthy and successful future.  By blending technical planning expertise with visioning techniques, the plan will incorporate the distinctive ideas and desires of the community.

Illinois has been a leader in High-Speed rail implementation since 2012 and Images, Inc. has been working with them from the beginning of this effort.  From the Tier I Environmental  Impact Statement (EIS), and now the three Tier 2 level environmental studies, Images has been leading all communications and public involvement efforts in conjunction with IDOT’s Bureau of Railroads and Office of Communications.

The comprehensive outreach campaign includes development of stakeholder lists, public meetings and hearings, comment management and review of all project materials, project branding, media outreach, social media campaigns and strategies, advertising, planning and facilitating meetings and events with local officials, interested groups, schools and the public, participation in state, regional and local events including fairs, festivals and sporting events, materials development, newsletters and fact sheets, comment management, Amtrak staff training seminars, and safety branding and presentations to school children.

I-290 Eisenhower Expressway Phase I Study, Illinois Department of Transportation, COOK COUNTY, Illinois

I-290 was the first multi-modal expressway corridor constructed in the United States, and includes lanes for automobiles and adjacent facilities for passenger and freight rail lines. This Phase I Environmental Impact Statement (EIS) is approximately 13 miles (west of Mannheim Road to the Circle Interchange and serves over 200,000 users daily. Images, Inc. leads the public involvement efforts for this designated Context Sensitive Solutions project. Images’ proactive public involvement approach reaches out to stakeholders early and often and began with extensive stakeholder identification and coordination, media outreach,  communication strategies, public meeting planning and coordination, corridor planning and task force group organization and facilitation, data gathering and comment management, EIS support, graphic design and content writing of complex technical data in a language easily understood by the target audience, project branding, website design and content, newsletters, fact sheets, press-releases, and other printed material.

I-55 Managed Lane Project, Illinois Department of Transportation, COOK and DUPAGE COUNTIES, Illinois

The I-55 Managed Lane Project is anticipated to include the addition of one lane in each direction within the existing median of I-55.  This is needed to accommodate implementation of a managed lane, which could include Express Toll Lane (ETL), High Occupancy Vehicles (HOV) lane, High Occupancy Toll (HOT) lane, or other feasible managed lane configurations as determined to be appropriate for a projected 2040 travel demand.

Phase I of the study includes data collection, preparation of base maps and mosaics, mainline I-55 traffic studies, traffic management analysis, geometric studies and drainage.  Images, Inc. is working with IDOT on an extensive stakeholder outreach initiative, including corridor planning group meetings and public meetings.  Images also developed and maintains the project website and all forms of marketing materials, including newsletters and advertisements.

I-80 (Ridge Road to US 30) Phase I Study, Illinois Department of Transportation, WILL COUNTY, Illinois

The I-80 Phase I Environmental Assessment is approximately 16 miles long, and includes a Phase I/II interim improvement study component.  The corridor encompasses three counties (Kendall, Grundy and Will), and traverses six municipalities (Minooka, Channahon, Shorewood, Rockdale, Joliet and New Lenox).  The study area is both culturally and economically diverse, and consists of a mixture of land uses including agricultural, residential, commercial and industrial with rural, suburban and urban characteristics.  The roadway crosses four waterways including the Des Plaines River, and includes eight interchanges.  Images, Inc. leads the public involvement/CSS program including stakeholder identification and coordination, media outreach, communication strategies, public meeting planning and coordination, corridor planning and task force group organization and facilitation, data gathering and management, project branding, project website content and design, print and electronic communications, and press releases.

IL 53/Route 120, Illinois Tollway Authority, LAKE COUNTY, Illinois

The Illinois Route 53/120 Project is proposed to be a 21st Century urban highway – a modern boulevard with a small footprint to protect the natural environment and preserve the character of Lake County. It is envisioned as a multi-modal, sustainable and innovative transportation system that will address specific needs for congestion relief and provide greater connectivity.  To determine the feasibility of the project, a committee is analyzing five key study areas: design, environmental, financing, operations and regulatory. To facilitate this effort, Images, Inc. is leading the public involvement effort with Finance Committee, including meeting planning and facilitation, presentation materials, communications and message development.

Illiana Corridor Study, Illinois Department of Transportation, Indiana Department of Transportation, WILL COUNTY, Illinois/LAKE COUNTY, Indiana

The Illinois Department of Transportation (IDOT) and the Indiana Department of Transportation (INDOT) have combined efforts to conduct planning efforts for the Illiana Corridor, a 47-mile, greenfield project.  This east-west limited access highway will reduce truck traffic on local roads, improve highway safety, travel times and access to jobs. Beyond the regional benefits for freight and intermodal connections, the Illiana Corridor will provide an opportunity for jobs and economic development. Potential benefits include the creation of more than 9,000 construction jobs and thousands of long-term jobs amounting to $1.3 billion in wages over a 35-year period.  IDOT and INDOT are taking advantage of innovative Public Private Partnership financing (also called P3) to design, build and operate the Illiana, which will save time and taxpayer money.

Illiana Corridor Public-Private Partnership (P3) Advisory Team, Illinois Department of Transportation, WILL COUNTY, IL and LAKE COUNTY, IN

Public Private Partnerships (P3) have been used for decades internationally, and have become a key project implementation strategy over the past 15 years in the United States. A P3 is an agreement between a public agency and a private entity to design, build, finance, operate and maintain a project.  Illinois and Indiana have been partners on the Illiana Corridor for more than two years on the Environmental Impact Study for the Illiana Corridor, which led to the P3 Project.  Images, Inc. has been working with the Illinois Department of Transportation, the Indiana Department of Transportation and the Indiana Finance Authority on branding, website design and maintenance, marketing, press outreach, materials development, video production, event planning and community outreach throughout the P3 process, including a kick-off event with approximately 1,000 attendees, featuring Illinois Governor Pat Quinn and Indiana Governor Mike Pence.

The Illinois State Rail Plan identifies anticipated trends, needs and issues that will affect rail service and demand in Illinois over the next two or three decades. The plan must provide a long range investment program framework for meeting the various needs of passenger and freight rail within the State.  Images, Inc. led all communications and public involvement activities for the plan, including project kick-off announcement and activities, small group meetings, public meetings, website and newsletter development, visioning and corridor analysis.  Images developed the Stakeholder Involvement Plan, which is a process that included interactively exploring potential solutions, generate solutions that avoid unnecessary damage, minimize harm, mitigate avoidable impacts with offsetting improvements, and add overall value.

The Long Range State Transportation Plan sets forth policies and goals that will guide the development of the state multi-modal transportation system and identify issues and key needs for state transportation system over the forthcoming 20-plus years.  Images, Inc. conducted extensive public involvement activities for the Plan Update in 2007 as well as the Full Plan, which began in 2012. The public involvement efforts were a critical part of the year-long planning process and they ensured that identified trends, challenges, and transportation policies reflect and meet the needs of Illinois’ citizens and multi-modal transportation users.  Our team provided strategic public involvement activities that included statewide public involvement planning, identification of stakeholders and special interest groups, communication and media strategies, meeting planning and facilitation, comment management, design and content for the project website and printed materials.

Illinois Valley Public Transportation Plan, City of Ottawa, OTTAWA, Illinois

Images, Inc. is the lead for public involvement on the Illinois Valley Public Transportation Plan (IVPTP) study. IVPTP includes a representative from most of the municipalities, counties, and local Chambers of Commerce within the Illinois Valley Region.  This Illinois Valley Public Transportation Plan Committee and IDOT will jointly lead the study and be the ultimate decision makers.

For the purposes of this study, the Illinois Valley Region generally extends along CSX operated railroad line from Joliet west to LaSalle/Peru, Illinois and extends along the Illinois Railway from Ottawa north to Aurora, Illinois. The IVPTP will address these issues concerning the region’s mobility, as well as ensure the identified trends, mobility needs, and public transportation strategies are developed to reflect and meet the needs of Illinois Valley citizens and transportation users. An extensive public outreach effort is a critical part of the planning process to ensure the identified trends, mobility needs, and the developed transportation strategies reflect and meet the needs of the Illinois’ Valley and transportation users. Public involvement activities include branding for the project, development of the website, comment management, public meetings and workshops, stakeholder meetings, newsletters, media outreach, speakers’ bureau, and the creation of a citizens/public involvement committee.

Intercity Passenger Rail (Chicago-Quad Cities), Illinois Department of Transportation, SPRINGFIELD, Illinois

The Chicago-Quad Cities project will re-establish passenger rail service between Chicago and the Quad Cities. Once running, the service will increase regional mobility, it will reduce roadway congestion, help meet future travel demands, provide an affordable alternative mode of transportation.

IDOT is continuing to work on environmental documentation and preliminary engineering for Chicago-Quad Cities.  Images leads all public involvement activities, including extensive community outreach, branding, awareness and meeting planning and facilitation.

Granite City to St. Louis High-Speed Rail Program, Illinois Department of Transportation, SPRINGFIELD, Illinois

The Granite City to St. Louis Tier 2 Environmental Impact Statement (EIS) is the next phase in the Chicago to St. Louis High – Speed Rail (HSR) Program. The Tier 2 EIS will consist of a detailed environmental analysis and will meet state and federal requirements intended to integrate environmental values and public interaction into transportation improvements. The purpose of the Tier 2 Environmental Impact Statement (EIS) is to evaluate increasing the capacity of the river crossings to handle more rail traffic and thus improve reliability. The Study Area is approximately five square miles between Granite City, Illinois and the St. Louis Gateway Station in St. Louis, Missouri. This area includes parts of St. Clair and Madison Counties in Illinois and St. Louis, MO.

Images, Inc. is working with IDOT on all of the communications and public involvement activities, including a comprehensive stakeholder involvement plan, materials development, including fact sheets and newsletters, as well as website design and maintenance.

Montgomery Road Study, Kane County Division of Transportation, KANE COUNTY, Illinois

The Montgomery Road study is being conducted to gain a comprehensive view of the transportation conditions and needs within the corridor, which extends from IL Route 25 in the Village of Montgomery to Hill Avenue in Aurora. The corridor consists of an array of land uses, including residential, commercial, institutional, and agricultural.  The area is also home to a significant amount of recreational land uses, including the Aquatics Center, the Virgil Gilman Nature Trail, the Aurora Township soccer and softball field, and the Phillips Park Golf Course.

Images, Inc. is leading the collaborative public involvement process, designed to engage the diverse group of stakeholders in order to reach a consensus on the study and transportation needs.  This includes project branding, identification of stakeholders, community outreach, public meeting planning and facilitating, meeting materials and presentations.

Northern Illinois Commuter Transportation Initiative Alternative Analysis, ROCKFORD, Illinois

This project was an Alternatives Analysis for the Elgin to Rockford corridor in northern Illinois for which Images, Inc. provided all of the strategic public involvement planning and implementation. This project was one phase in an overall goal to improve transportation options along a busy travel corridor that will ultimately extend between Rockford and Chicago. Our team provided strategic public involvement activities, including stakeholder coordination, public meeting planning and facilitation, communication strategy and translation services for a multi-cultural audience, media strategies, data management, graphic design and production, creation of project identity, translation services, design and content of the project website, newsletters, fact sheets, press releases, and other printed collateral.

Northern Indiana Commuter Transportation District (NICTD) Realignment Study, MICHIGAN CITY, Indiana

NICTD Rail has been embedded in the center of Michigan City, Indiana’s 10th & 11th Streets Since 1908.  In order to modernize the railroad, as well as adequately inspect and maintain the tracks, NICTD conducted a realignment study to move the tracks, improving safety, maintenance and operations, as well as develop a new train station, pedestrian crossings and safety features.

In order to promote the project to Michigan City residents and business owners, NICTD hired Images, Inc. to develop a promotional video, showcasing the realignment study and new station, as well as give a general overview of the purpose and need.  We developed the script, storyboard, video and PowerPoint presentation for NICTD, which is being used in community meetings as well as promotionally on the internet and local broadcasts.

Images, Inc. conducted public involvement activities for the comprehensive planning studies of a new 36-mile transportation facility in northeastern Illinois. This strategic public involvement plan, using a CSS model, was designed to reach out to the community and keep the public informed. One of the major components of the plan was the design and production of the project website. The Transportation Research Board’s Committee on Public Involvement has listed the Prairie Parkway website as one of 21 national project website examples. We also provided public meeting planning, communications strategy, Draft Environmental Impact Statement (DEIS) and Final Environmental Impact Statement (FEIS) support, comment management, creation of project identity, graphics support, content writing, and printed collateral as components of the public involvement plan for a region of over 1 million people. The success of this project can be attributed in part to the development and consistent delivery of key message points. The delivery of the outreach efforts avoided the “one size fits all” approach, instead selecting the appropriate delivery approach from a toolbox of services designed to match the intended audience.

Images, Inc. lead the public outreach activities for the Phase I Preliminary Engineering Study for Rollins Road at Illinois 83 and the Canadian National Railroad. Our team provides stakeholder involvement planning and coordination, meeting planning and facilitation, area business task force group organization and facilitation, media strategies, data/comment gathering and management, graphic design and technical writing, creation of project identity, newsletters, and other printed collateral.  Given the highly successful outcome of Phase I, Images has been retained by Lake County to continue the outreach efforts and stakeholder coordination in Phase II.

Safe Routes to High School, Chicago Department of Transportation, CHICAGO, Illinois

The Chicago Safe Routes to High School Program supports projects and programs that enable and encourage walking and bicycling to and from school. The program applies to 10 targeted high schools that had the highest accident ratings involving students traveling to school. Images, Inc. is working with the Chicago Department of Transportation on community outreach and meeting facilitation for the program, ensuring that all parents, students and faculty embrace the safety program for the health and safety of Chicago’s high school students.

SOS Children’s Villages Illinois, CHICAGO, Illinois

SOS Children’s Villages Illinois provides a viable alternative to traditional foster care. Children who come to live at SOS stay with their biological brothers and sisters in a private home. A full-time, professionally trained foster parent lives with them, and the whole Village gives them support, compassion and strength. Each year, Images, Inc. helps SOS Illinois plan their annual gala: a celebration and fundraiser for the organization.  From branding, event planning, materials development and marketing, Images works closely with the nonprofit to build attendance for the event, raise money for the organization and produce a high-end function that generates enthusiasm and pride for everyone involved.

Star Line Alternative Analysis, Metra, COOK COUNTY, Illinois

This project plans to introduce a state-of-the-art new fleet of Diesel Multiple Unit trains to connect nearly 100 communities in the southwest, west and northwest suburban regions of northeast Illinois. The goal of this work is to build public and agency support across a broad geographical region.  The work requires extensive coordination and outreach to state and local departments of transportation, transit agencies, freight railroads, and environmental agencies.  Images, Inc. provided public meeting and graphic support for this project and all public involvement and community outreach for the development of studies related to this commuter rail service line.

US 30 – IL RT 47 to Dugan, The Illinois Department of Transportation, KANE COUNTY, Illinois

IDOT initiated the preliminary engineering and environmental studies (Phase I) for improvements to U.S. 30 in the Village of Sugar Grove, in Kane County.  The Phase I study will take a detailed look at the current and future transportation needs of the corridor, including an analysis of the existing roadway, operational deficiencies, and an examination of the impacts that any proposed improvements will have on the community and the environment.

Images, Inc. is leading all of the public involvement activities for this project, including working with the Community Advisory Group (CAG), which consists of local government officials, property owners, key stakeholders, residents, and business community representatives.  We also branded the project and has developed an extensive Stakeholder Involvement Plan, as well as meeting planning, facilitation and materials and general stakeholder and community outreach.

US 52- IL 64 Bridge Over the Mississippi River, Illinois Department of Transportation, NORTHWESTERN, Illinois       

Images, Inc. is leading the public involvement/Context Sensitive Solutions (CSS) activities for Phase I, II & III for the Illinois Department of Transportation.  The project involves the replacement of the existing bridge over the Mississippi River connecting Savanna, Illinois to Sabula, Iowa.  Given the critical importance of the bridge to the local economies of both communities, significant coordination and communication with local officials will continue throughout the study process, which also includes public information meetings, the preparation and distribution of newsletters and fact sheets, coordination and update of the project website, and comment management tasks.

95th Street Corridor Transportation Study, Pace Bus, COOK COUNTY, Illinois

Pace’s Vision 2020 Plan outlines Pace’s goal to have a well-integrated system of public transportation services that meets suburban and urban travel needs within the six county area. Pace is incrementally expanding its “family of services” throughout the service area to improve and maximize transit ridership, develop solutions to unmet transit needs, build local relationships, and make transit faster, more effective and more efficient.  The 95th Street Transportation Plan study is a step in that direction. The 95th Street Transportation Plan study area extends approximately 9 miles from LaGrange Road on the west to Western Avenue on the east and one-half mile north and south of 95th Street.  The project limits contain a mixture of commercial, residential, and institutional land uses, as well as some vacant property.

Images, Inc. leads all of the public involvement and planning efforts, including developing a comprehensive stakeholder list, project website, survey, stakeholder meetings, interviews, presentations and materials as well as a final public involvement plan.

95TH Street/Stony Island Avenue Phase I Study, Illinois Department of Transportation, COOK COUNTY, Illinois

Images, Inc. leads the public outreach activities for the Phase I Preliminary Engineering Study for the intersection of 95th Street and Stony Island Avenue in the City of Chicago, for the Illinois Department of Transportation.  The study area is located at an urban intersection with a variety of land uses, including a commercial shopping center, heavy industry and manufacturing, and significant freight rail usage.  Our team provides strategic leadership for stakeholder planning, methodologies for effective coordination with local elected officials, the establishment and facilitation of a representative citizen advisory group to assist with the development of project solutions and ensure that the goals and objectives of the local community are considered, public meeting planning and facilitation with the preparation of all associated collateral, the creation and continued maintenance of the project website, and ongoing stakeholder communication and comment management.  The targeted approach for public outreach will continue through all project milestones for this 2-1/2 year study.
